상급기관이 경청, 연구, 기도를 거쳐 지도를 하여 바로잡을 것이며
그래도 해결이 안되면 대총회회가 정리할 것이라는 것이다.

My dear friends,
I greet you in the name of Jesus — our Lord — the Author and the Finisher of our faith!
Recently my wife and I had a group of friends over for Sabbath lunch. As 5-year-old Hailey entered our home, looking shy and a little afraid, her eyes surveyed the lay of the land. So I asked her, “Is there anything that you would like?”
Her response: “I’d like to see the basement.”
I said, “OK, let’s go there right now.” So down the stairs we went.
When we got there, the same process was repeated. “Is there anything that you would like?” “Yes, I would like to see the toys!”
You can be assured that we searched until we found toys for that precious little girl. Once she had them, she was happy for the rest of the afternoon. She knew exactly what she wanted and she went after it!
This has been a very challenging time in the life of the Seventh-day Adventist Church in the North American Division. Actions taken at the Annual Council last week have created a good deal of disappointment, confusion, disillusionment, and even anger — and for some, relief. Amidst this, we need to keep our focus — just like little Hailey.
Allow me to share briefly, from my viewpoint, some things that the document does not and does say to us — and then give some reactions.
First, the vote taken this last week does not alter the status of the unions, the North American Division, its officers, employees or its male or female pastors. Nor does not change the missional direction — the trajectory of our division. I want to quote the words of the General Conference president who, after the 2015 discussion in San Antonio, stated unequivocally: “Nothing has changed.” He stated this with specific reference to women serving as commissioned ministers. Nothing that was voted on Tuesday altered that statement.
So what does the vote say? It outlines the first steps in a process of how the GC expects all world regions to deal with non-compliance as it relates to a) doctrinal/theological matters; b) voted actions of the General Conference in session; and c) policy violations.<
Though these first steps of the process espouse a seemingly gentle and collaborative tone, many of the 50 people who rose to address the three-page document, including the dean of the Seventh-day Adventist Theological Seminary at Andrews University, expressed their disagreement with the lumping together of doctrine and policy non-compliance. On this point, all of your NAD officers and all nine NAD union presidents are in strong solidarity. This same concern has been reiterated in most of the feedback that I’ve received from people in our division, including conference presidents, pastors, chaplains, educators, students, medical institution leaders, and church members.
The first steps of the voted document also identify that the next higher organization (i.e. the division) is expected to engage with non-compliant entities. The administrators of the NAD have committed to engage in open dialogue, listening, Scripture study, and prayer — and not to demonstrate a coercive spirit.
Our division continues to make this a matter of prayer, but not pre-occupation.
Friends, now let me tell you, my greatest concern today is the reaction to this document in our church. Reports are coming from many sources of the disillusionment of some young and some not-so-young members. Decisions (by some) are being made to leave this church. Our earlier foreboding and pleas about it have not cushioned the pain of hearing from each heartbroken parent and friend. I can’t speculate about the numbers, but judging by the reaction of Jesus to just one lost sheep, this tragedy must be a call to action.
So I want to address you, those who are discouraged and may have given up on our church. I wish I could look into your eyes.
I think I understand something of what makes you tick —
The beat of justice resonates within you –
That’s from God and your church needs it;
Your passion to help the marginalized, the hungry, the endangered —
That’s from God and your church needs it;
Your need to be heard, understood and respected —
That’s from God and your church needs you;
Your need to find and fulfill your purpose for being, your destiny —
Oh, that’s from God and your church so needs you to live that destiny.
Let me tell you something even more important. Jesus, our Leader, is the grandest, most noble Person to ever grace this planet. He is the Foundation, Cornerstone, and CEO of this denomination. But where we may have reduced Him to irrelevance, I ask that you please forgive us.
And may God forgive us too.
Please think this through again. Share with people near you what’s on your heart.
Whatever you do, do not leave God.
Friends, I am inspired by the White Helmets of Syria — fiercely brave, civilian Syrian volunteer rescue workers, over 3,000 in number, who, when shelling and airstrikes hit their country, run directly into harm’s way to save lives. They haven’t stopped the war, but they’ve saved about 60,000 lives [Time Magazine, “The White Helmets of Syria,” Jared Malsin/Gaziantep, Turkey, pp. 22, 23, accessed online, Oct. 17, 2016].
Friends, today the retention of our members, especially our youth and young adults, is one of our greatest challenges — even apart from this current situation. Again, consider our God’s reaction to just one lost sheep. His unending love for His children is a call to action for us today. May we see committed, brave “Adventist White Helmets” who sense the tremendous hurt some members carry around as they — disillusioned — make decisions. Listen to each other. Love each other.
Like little Hailey, let’s focus on what we want and then pursue it with intention and faith-filled energy.

10 The Seventh-day Adventist Church continues to grow with members coming from “every
11 nation, tribe, tongue, and people.” These believers have the privilege of working and praying for
12 the unity in faith and mission for which Jesus so earnestly prayed (John 17:11, 20-23). At times,
13 such unity can be a challenge for a local church—how much more for a worldwide family of
14 nearly 20 million people consisting of many different languages, cultures, and backgrounds. And
15 yet this is the high ideal to which we have been called!

17 This is why it’s so important to come together to pray, plan, and vote formal policies and
18 guidelines. These provide a framework which helps to hold us together as one people, united in
19 one prophetic mission and message. It is not something we should treat lightly or ignore. Rather,
20 it represents our best effort as a world body to be faithful to God, and move together.

22 In order for any organization to function effectively, members will at times have to put
23 aside personal opinions and preferences for the mutual good and health of the larger body. As
24 imperfect human beings, we can expect that mistakes will be made. God is our infallible Leader,
25 but His followers won’t always get it right. At times individuals or organizations will operate
26 outside the Church’s voted policies. Sometimes this happens by accident; sometimes on purpose
27 (and maybe even with very good intentions). But policy has well-defined procedures to follow
28 when an individual or entity feels the need of an exemption to a policy or other voted action of
29 the Church. When any one entity decides to “go it alone,” the whole Church body suffers and is
30 diminished. If not addressed, these actions can lead to charges of unfairness, and can undermine
31 the Church’s united mission.

33 So what should the Church family do when this happens? Ignore the situation, praying
34 that the problem will just go away? Move in immediately and demand compliance? Or is there
35 some other balanced path that we can take to hold each other accountable and to work together
36 for our mutual good?

38 After much prayer, consultation, and discussion, it is

40 RECOMMENDED, 1. To adopt the following steps of reconciliation with entities that appear to
41 have overlooked or ignored the biblical principles as expressed in the Fundamental Beliefs, voted
42 actions, or working policies of the Church:

3 i) This step begins when the executive officers or governing body
4 become aware of an apparent reason for concern regarding a subsidiary entity’s actions. The
5 executive officers should then meet with the leaders of the subsidiary entity. This will provide an
6 opportunity to pray together, and listen to each other.

8 b. Consultation with wider groups.

10 i) If it is found that there is reason for further discussion, the
11 executive officers of the next higher organization should, after consulting with the entity,
12 establish a wider group to discuss the concern. This group—including lay people, pastors, and
13 administrators from the entity and the broader Church—should meet at least twice over a period
14 of six months. This will provide an opportunity to listen to each other, pray together, and study
15 God’s will from His Word and the Spirit of Prophecy. Every effort should be made and sufficient
16 time be given, for personal visits, open consultations, meetings, and forums for dialogue.

18 ii) If the matter is one with critical time sensitivity (such as an entity
19 preparing to take out an unauthorized loan that could not then be reversed), the executive
20 committee, in consultation with their next higher organization, could authorize an amended
21 timeframe.

23 iii) The executive officers who established the larger group should
24 provide regular updates on the discussions to their governing body and to the executive officers
25 of their next higher organization.

27 c. Write pastoral letters.

29 i) If after six months of discussion the matter has not been resolved,
30 the executive officers of the next higher organization should write pastoral letters encouraging
31 the executive officers and the governing body of the entity to lead their organization to be
32 faithful to the biblical principles as expressed in the Fundamental Beliefs, voted actions, and
33 working policies of the Church.

35 d. Listen and pray again.

37 i) If these letters still don’t resolve the matter, the executive officers
38 of the next higher organization should again meet with the executive officers and the governing
39 body of the entity concerned to urge and encourage them to reconsider (unless an amended
40 timeframe has been approved in step b. above). They should also request an opportunity to meet
41 again with the group that has been addressing the matter.

3 i) If, for some reason, the above process of prayer and consultation
4 does not resolve the matter, the executive committee of the next higher organization will need to
5 consider the conflict resolution procedures referred to in recommendation 2. below.

7 ii) For the biblical principles as expressed in the Fundamental Beliefs
8 or voted actions and policies of a worldwide nature, the General Conference will become
9 involved.

11 RECOMMENDED, 2. To request the General Conference Administrative Committee to
12 recommend to 2017 Annual Council procedural steps to be followed in the event that a
13 resolution of the conflict is not achieved under procedures identified above.

15 Even though conflict resolution will be necessary from time to time, the Seventh-day
16 Adventist family and organizational units are all called to be part of a prophetic end-time
17 movement reaching out with a message of hope and salvation to all nations, languages, creeds,
18 and castes around the world. What a privilege to be part of a Church family that bears “one
19 another’s burdens” (Gal 6:2), that is “kind to one another, tenderhearted, forgiving one another”
20 (Eph 4:32), and that strives to work together “that the world may believe” (John 17:21).
